New River West Tributaries FDS Activity Statement

The Flood Control District of Maricopa County (District) has contracted with URS Corporation to perform a Limited Detail floodplain study of tributaries to the New River, north and to the west of New River Dam, within the cities of Phoenix and Peoria, and within Unincorporated Maricopa County.

The project consists of using topographic mapping provided by the Flood Control District of Maricopa County, development of the 100-year hydrology for the 6 and 24-hour rainfall events, and the delineation of the 100-year floodplain for approximately 30 linear watercourse miles located within the New River Watershed Area. This study watershed encompasses approximately 33 square miles. The limits of the study reaches for the project are as shown on Exhibit A ( 3.08MB PDF file - Download the free Reader ). The consultant will develop the hydrology for the contributing watershed using the U.S. Army Corps of Engineer's HEC-1 computer model, and the floodplain delineations using their HEC-RAS computer model. The consultant must use sound engineering judgment in the development of the hydrologic and hydraulic models. The consultant must analyze the results of the models carefully and make refinements to the input parameters in order to obtain the most realistic results. All work must meet Arizona Department of Water Resources (ADWR) and Federal Emergency Management Agency (FEMA) requirements for floodplain delineations. Prior to the finalization of this contract, FEMA and the District must review and accept the results of this study, and all items called for in this Scope of Work must be delivered to the District

The results will be submitted to the Federal Emergency Management Agency (FEMA), for updating the Flood Insurance Rate Maps (FIRMs), which are used to determine flood insurance rates. The FIRMs and study report will be used by local jurisdictions to safely regulate development within the associated floodplain. Your comments should be addressed to Mr. Richard P. Harris, Project Manager, at the Flood Control District of Maricopa County, 2801 West Durango Street, Phoenix, AZ 85009, 602.506.4732.
