San Bernardino County, California: HAZUS Essential Facilities Analysis

Scope
The U.S. Department of Homeland Security’s, Federal Emergency Management Agency (FEMA) plans to initiate a project to complete an Essential Facilities Risk Assessment, utilizing FEMA’s HAZUS®MH (HAZards U.S., Multi-Hazard) natural hazard loss estimation software for Riverside and San Bernardino Counties. HAZUS produces estimates of: damage to regional building stocks; lifelines and essential facilities; economic loss; and social impacts for earthquake, flood, and hurricane wind hazards. HAZUS software is a key tool used in community’s Multi-Hazard Mitigation Plan. A current Multi-Hazard Mitigation Plan, accepted and on-file with FEMA, allows communities to be eligible for Mitigation and Disaster Relief funding.
Identical HAZUS projects will be run in both Riverside and San Bernardino Counties. Final products for this project will include a County-wide Risk Assessment Report for flood and earthquake, an updated Digital Flood Insurance Rate Map (DFIRM), materials required to update Multi-Hazard Mitigation Plan, and additional data ready for risk assessment and emergency preparedness.
FEMA will provide funding to create several flood and earthquake HAZUS scenarios for San Bernardino County. While the HAZUS software is delivered with default data to allow regional analyses, the accuracy of HAZUS results can be greatly improved with input of various “user supplied” data. FEMA’s project will enhance both the regional building inventory data, and the site-specific essential facilities databases, which includes police and fire stations, hospitals, and schools.
FEMA will also coordinate with representatives from key organizations to serve as members on the Community Executive Committee (CEC) to provide oversight and champion the activities being prepared by this project. Typically, the CEC will consist of 12 to15 representatives from the incorporated communities, emergency operations, fire/police departments, school districts and heath care facilities such as hospitals and emergency centers to help guide the development process and ensure applicability and usefulness of the pilot project products. The CEC will meet 2 or 3 times over the project lifespan which is estimated to be approximately 12 to 18 months.
